Description

Bring back the post-MVP Reports feature as its own section on the sidebar.
Implement the agreed mockup at Wireframe/reports-mockup.html (cost-centre analysis FY, A/C code analysis, budgets per cost centre/accounting code).
Covers original feedback #12 (cost centre analysis - FY), #13 (A/C analysis) and #14 (provision for budgets for various cost centres/AC codes).
