Hardik 025b932f70 feat(sidebar): no Purchasing section for admin; Cost Centres in Administration ... PURCHASING_MGMT roles narrowed to MANAGER only, so the entire Purchasing section disappears for ADMIN (they never needed the /inventory/ browse links).
