docs(crewing): add reconciled Implementation Spec; link under Planned
Reconcile the Crewing wiki design pages with the design handoff prototype,
using the Crewing CHANGELOG as tiebreaker, into one authoritative
Crewing-Implementation-Spec page: reconciliation decisions (R1-R11),
director Q&A folded in, how it slots into PPMS, codebase changes, the
final roles/permission + nav matrices, domain/state-machine deltas, a
detailed role-aware screen spec, modals, user-story reconciliations,
cross-cutting concerns, build order and open questions.
Key reconciled rulings: leave is Manager-approved (not MPO); interview
waiver is an explicit Manager-approved action (never auto for ex-hands);
only MPO/Manager raise requisitions (site staff request relief cover);
7-stage pipeline; MPO has no attendance access; effective-dated salary.
Add an authoritative-spec banner to each Crewing design page and link the
spec from the Module hub, Planned Features and the sidebar.
docs(wiki): link Crewing under Planned; drop staging README
Repoint the Planned sidebar entry from the throwaway README staging file
to the real Crewing-Module hub page, add a Crewing section to the
Planned Features page, and delete README.md.
docs: add Tech Debt register and Inventory-on-Approval deep-dive
- New "Inventory on Approval" page: intended design (add ordered items to the
delivery site stock at approval), the NEXT_PUBLIC_INVENTORY_ENABLED flag
(UI-only gate), and how it actually behaves in prod -- dormant, because POs
carry no siteId under the vessel-only cost-centre model and the write is not
flag-gated. Includes remediation options.
- New "Tech Debt" register (Engineering section): TD-1 inventory-on-approval
dormant path; TD-2 migrations not coupled to the build (caused the paymentDate
P2022 prod incident).
- Sidebar links both pages; Inventory and Catalogue corrects the approval line
and cross-links the new pages.
docs(wiki): flatten to root pages (Forgejo wikis are not nested)
Forgejo/Gitea wikis are flat — pages in real subdirectories 404 (only the page
title may contain a "/", stored as an escaped flat file). The folder layout broke
every moved page on the live wiki. Move all pages back to the repo root and make
links bare page names again. Hierarchy is now expressed via _Sidebar.md headings
(slashes removed).

- New Planned/ folder with a Planned-Features overview page.
- Move Reports-Mockup into Planned/ and commit its screenshots (images/).
- Sidebar: new Planned/ section; link it from Home and Design System.
- Ignore Obsidian editor config (.obsidian/) in the wiki repo.

docs(wiki): organise into folders + migrate retired Docs/
- Group pages into Overview/, Build-and-Run/, System/, Product/, Quality/, Ops/
so the on-disk layout mirrors the sidebar hierarchy.
- Migrate retired design/test docs from the app repo Docs/ into the wiki:
Product/Workflows, Product/Design-System, and the Quality/ test references
(Test-Plan, E2E-Test-Framework, E2E-Test-Plan, Playwright-Test-Design).
- Rewrite internal links to folder-qualified, root-relative targets.
